The City Council on Wednesday unanimously reappointed four commissioners–and appointed one–to the 11-member Landmarks Preservation Commission. Four of the five, including new commissioner Diana Chapin, hail from the outer-boroughs. (Ms. Chapin is the executive director of the Queens Library Foundation.)
