A neo-Colonial style free-standing house designed by John Stuart and built in 1904-1905. Application is to install solar panels.
HDC finds the solar panels on the street-facing facade to be inappropriate due to their visibility; they should be placed in a more discreet location, such as a secondary facade.
Action: Approved; 9 in favor 1 opposed.

CERTIFICATE OF APPROPRIATENESS
A Beaux-Arts style mansion designed by Welch, Smith & Provot and built in 1899-1901. Application is to reconstruct bulkheads and modify balustrades.
Architect: Midtown Preservation Architecture & Engineering P.C.
HDC finds this proposal to be moslty appropriate and modest. We fully support the proposal to make the terrace wheelchair accessible; however, we believe that attention should be given to the guardrail design to minimize its visual impact. We also object to the removal of historic materials, such as the copper balustrade, which should be incorporated into the building instead of being fully removed.
Further, our Committee found the presentation to be unclear in the full scope of work being proposed.
Action: Approved with the modification that the applicant work with staff on simplifying the bulkhead, refining the details of the railing, and modifying the color.

CERTIFICATE OF APPROPRIATENESS
An altered Romanesque Revival style stable building designed by George W. Kenny and built c. 1903. Application is to install a new stucco system on secondary facades.
Architect: DARIUS TORABY ARCHITECTS P.C.
HDC finds this proposal to be inappropriate.
EIFS systems are completely ineffective and will only hasten this building’s demise by trapping even greater amounts of water within the masonry wall. The correct solution would involve repairs to the parapet, parapet flashing, coping stone, and the application of a cementitious stucco system or a breathable coating. This applicant’s proposal is the opposite of what the situation requires.
Action: Approved. Applicant will work with staff on coping and parapet and ensure that the system is well sealed.
