CERTIFICATE OF APPROPRIATENESS
A Colonial Revival style free-standing house designed by J.H. Cornell and built in 1919. Application is to modify paving and garden walls.
Architect: QUINCY HAMMOND LANDSCAPE ARCHITECT, PC
HDC finds some elements of this proposal to be inappropriate.
This house is Colonial Revival with elements of Craftsman or Arts and Crafts styles. We find the proposed masonry and ironwork elements to be overwrought for the style of the house. We recommend that a simpler design be investigated by LPC staff and the applicant.
Action: Approved with modification that the applicant work with staff on the detailing of the ornament and the material and tonality of the elements.

St. Mark’s Playground – Crown Heights North III Historic District
BINDING REPORT
A playground installed within a Superblock, designed by Paul Friedberg and built in 1969. Application is to replace pavers, walls and fencing.
Architect: Community Parks Initiative
HDC appreciates that this new design addresses and incorporates many community suggestions in the renovation. We only wish that Parks was able to find more of a balance between updating this playground for the future and restoring the design elements of the original playground, which was deemed a success upon completion.
Action: No Action.

82 East 4th Street – East Village/ Lower East Side Historic District
CERTIFICATE OF APPROPRIATENESS
A Romanesque Revival style apartment building designed by Charles B. Meyers and built in 1926. Application is to install a marquee with signage and replace entrance infill.
Architect: STUDIO CASTELLANO
HDC finds the majority of this proposal to be appropriate and a well-done restoration. We do wonder if the marquee is too large or should be lowered, as we find it to encroach on the restored arch.
Action: Unanimously approved.
