Certificate of Appropriateness Testimony

LPC-23-00178
32 Avenue of the Americas – Long Distance Building of the American Telephone and Telegraph Company – Ind. & Interior Landmark
CERTIFICATE OF APPROPRIATENESS
An Art Deco style skyscraper with an Art Deco style interior lobby designed by McKenzie, Voorhees and Gmelin, built in 1911-14, and enlarged in 1914-16, and again in 1930-32 by Voorhees, Gmelin & Walker. Application is to alter entrance infill, install exterior lighting and install floor-mounted lighting within the designated interior lobby.
Architect: Fogarty Finger, architecture | interiors
HDC appreciates the goals of this minor intervention but has a few concerns. The new door design seems too glassy and would benefit from maintaining the beefier stiles and rails, and keeping or reinterpreting the strong double horizontal door pulls on the exterior of the building as they currently exist. The interior lighting seems a bit too much and while we understand that brightening up the space and illuminating the lobby’s exquisite details would be nice, we wonder if it could be accomplished with fewer fixtures.

70 Pine Street – Cities Service Building and First Floor Interior – Individual and Interior Landmark
CERTIFICATE OF APPROPRIATENESS
An Art Deco style office building with an Art Deco style interior lobby designed by Clinton & Russell, Holton & George and built in 1931-32. Application is to install furniture structures in the designated interior lobby spaces.
HDC finds this proposal to be inappropriate. We think this intervention should be less cluttered, with the banquette screens and central bar area eliminated or scaled down so that they do not cover the distinctive historic features of the space.

741 Washington Street – Greenwich Village Historic District
CERTIFICATE OF APPROPRIATENESS
A two-story commercial building built in 1912-13. Application is to construct a rooftop addition and alter masonry openings.
Architect: Johnston Marklee & Associates
HDC is generally comfortable with this proposal and recognizes it as an important cultural addition to its neighborhood. We are somewhat concerned that it is not set back far enough from the existing front façade and perhaps that the brick sailor course is not quite different enough from the existing building’s brickwork.

LPC-22-10859
18 East 68th Street – Upper East Side Historic District
CERTIFICATE OF APPROPRIATENESS
A Beaux-Arts style residence designed by C.P.H. Gilbert and built in 1904-05. Application is to install a gate at the entrance stairs.
Architect: The Stephen B. Jacobs Group P.C.
HDC finds this application to be inappropriate and anti-urban. The applicant’s collection of precedent images only reinforces this observation.

LPC-22-09211
459 West 140th Street – Hamilton Heights Historic District
CERTIFICATE OF APPROPRIATENESS
A Beaux-Arts style townhouse designed by Neville & Bagge and built in 1905-06. Application is to construct a rooftop addition, modify masonry openings, install a cornice, and modify the parapet.
Architect: JP Design
HDC is generally in support of this project with one major objection. As a rule, we remain opposed to the use of fiberglass windows, including in this proposal.
