CERTIFICATE OF APPROPRIATENESS TESTIMONY LPC-24-10137 ADVISORY REPORT A monument, designed by Charles W. and Arthur A. Stoughton and Paul E.M. Duboy and built in 1900-1902, within an English Romantic-style park built in 1873-1875 and designed by Frederick Law Olmsted, with modifications and additions to the park built in 1934-37 and designed by Clifton Lloyd and Gilmore Clarke. Application to modify baustrades; install pathways, stairs and railings; remove curbing; relocate cannon balls; and regrade the site. Architect: WXY architecture + urban design and NYC Parks HDC applauds this excellent proposal and thorough presentation. We find this restoration work and accessibility upgrade welcome and appropriate. We believe the proposed handrails at the monumental steps could be more ornate so they are in-keeping with the style of this individual landmark. Because the Soldiers and Sailors Monument is itself an Individual Landmark, and denoted as a building within, not simply a feature of, the Riverside Park Scenic Landmark, LPC’s Report should be binding, not Advisory, as listed on the agenda.
