Certificate of Appropriateness Testimony

HDC@LPC Testimony for September 16, 2025

PUBLIC HEARING TESTIMONY

LPC-26-00251

152 Hicks Street – Brooklyn Heights Historic District

CERTIFICATE OF APPROPRIATENESS

A Greek Revival-style rowhouse built in 1840. Application is to construct a rear yard addition.

Architect: SD Design Studio LLC

HDC finds this proposal inappropriate.

We hold our typical stance on rear yard additions that the top two floors of the original building should remain intact. This addition is one story too tall.

Additionally, the proposed top floor of the addition has a compositionally awkward fenestration that does not relate to the windows above or below.

Action: Unanimously approved.

LPC-25-12756

341 Waverly Avenue – Clinton Hill Historic District

CERTIFICATE OF APPROPRIATENESS

An Italianate style rowhouse built c. 1869. Application is to construct rooftop and rear yard additions.

Architect: READ

HDC finds this application largely appropriate, however, it would be more appropriate if the historic cornice were restored on both the front and rear facades. This would allow the building to relate to its neighbors and would make it more coherent in its design.

Action: Unanimously approved with modification of narrowing dormers and working with staff on the brick once the stucco is removed.

LPC-26-01659

634 Avenue of the Americas – Ladies’ Mile Historic District

CERTIFICATE OF APPROPRIATENESS

A neo-Renaissance style store building designed by Buchman and Deisler and built in 1896. Application is to alter the ground floor and replace storefront infill, install a marquee and signage, replace windows, and install rooftop mechanical equipment.

Architect: Gensler

HDC finds the majority of this proposal to be appropriate, but we would like to see an increase in the heft of the transom bar to make it visually stronger and more similar to the original design.

Action: Unanimously approved. Applicant may study the transom if they would like.

LPC-26-00194

390 Fifth Avenue – Gorham Building – Individual Landmark

CERTIFICATE OF APPROPRIATENESS

A Florentine Renaissance style office building designed by Stanford White of McKim, Mead & White and built in 1904-1906. Application is to install louvers.

Architect: KUSHNER Studios

HDC is unsure of the necessity of expanding the louvers on this building.

Our main comment, however, is that the Gorham Building is an exquisite individual landmark, and we urge the owner of this building to recognize the building’s value and the importance of restoring it to its original form.

Action: Unanimously approved.
