Certificate of Appropriateness Testimony

HDC@LPC Testimony for May 23rd, 2023

Certificate of Appropriateness Testimony
LPC-23-09778 and LPC-23-07796
972 Fifth Avenue – Payne Whitney House – Individual Landmark – Metropolitan Museum Historic District
CERTIFICATE OF APPROPRIATENESS
A high Italian Renaissance style house designed by McKim, Mead, and White and built in 1902-1906. Application is to install artwork and light fixtures.
Architect: Boa Light Studio and Jean-Marc de Pas
HDC finds the proposed artistic lighting installation to be inappropriate here because we are concerned about highly visible LED lighting and electrical wiring on the front facade of this individual landmark. If the goal is to illuminate the building, then lighting fixtures discreetly mounted on the building’s horizontal cornices would be much more appropriate. That said, we welcome and support the sculpture of The Little Prince.
Action: Both the lighting installation and the sculpture were unanimously approved

LPC-23-09325
10 Rockefeller Plaza (aka 2, 10-20 Rockefeller Plaza, 25-51 West 48th Street, 24-52 West
Approximate Time: 49th Street) – Rockefeller Center – Individual Landmark
CERTIFICATE OF APPROPRIATENESS
An office tower with integral parking garage designed by Wallace Harrison and a consortium of architects known as The Associated Architects and built in 1939 as part of an Art Deco style office, commercial and entertainment complex. Application is to alter the façade, replace entrance infill, and install a marquee, artwork, and signage.
Architect: SLCE
HDC is pleased to support this interesting and sensitive infill at Rockefeller Center.
Action: Unanimously approved

LPC-23-09597
177-179 East 73rd Street – 177-179 East 73rd Street Building – Individual Landmark
CERTIFICATE OF APPROPRIATENESS
A Beaux Arts style garage building designed by Charles F. Hoppe and built in 1906. Application is to amend work approved under Certificate of Appropriateness 19-28148 and Miscellaneous/Amendment 19-34214, to reconstruct a secondary façade.
Architect: JFG Architects
As advocates for adaptive reuse of historic structures, HDC appreciates the applicant’s proposal to convert this beautiful Beaux-Arts garage into the Persian Jewish Center. We are supportive of that goal, and we understand that much of this work has already received prior approval from LPC.

That said, given the age of the building, and the extent of demolition and facade restoration proposed, we support our colleagues at Friends of the Upper East Side Historic Districts in their call for an independent engineering assessment of the building.

Action: Unanimously approved with modification that the applicants maintain the design of the current wall
