Join HDC and Matthew Jenkins, AIA, for an in-depth presentation on Parapet Observation Reports, the annual inspections mandated by New York City to ensure the safety and structural integrity of building parapets. Matthew will explain the purpose and importance of these reports, how they align with the city’s broader façade safety regulations, and the common issues inspectors encounter when assessing parapet conditions. The session will also clarify who is qualified to conduct these inspections, what information the report must include, and how to determine when deterioration constitutes a safety concern. Additionally, Matthew will review compliance requirements related to fire escapes, telecommunications equipment, and signage that may impact parapet stability.
If an inspector identifies hazardous or imminently unsafe conditions, Matthew will outline the procedures and timelines for remediation, including emergency protections and follow-up documentation. The program will also detail which building types fall under the Parapet Observation Report mandate and which are exempt, ensuring that property owners, managers, and preservation advocates fully understand their responsibilities and obligations under city regulations.
