RFE Support for Community Groups

What is an A Request for Evaluation (RFE)? A formal  request to the Landmarks Preservation Commission with information on a specific  building, neighborhood, interior or scenic area that could potentially merit consideration as landmarks, historic districts, interior landmarks or scenic landmarks. LPC reviews each request to decide if a site “may” merit designation as a landmark, does not merit designation, or needs more research. Just because a site may merit designation does not mean the LPC will move forward in the designation process, instead the RFE is the process to make LPC aware of the possible resource. 

Submitting RFEs to the New York City Landmarks Preservation Commission (LPC) is the main way advocates, researchers, and community groups nominate buildings or sites for landmark consideration. Strong RFEs tend to follow a clear preservation argument.

Generally, LPC designates properties that demonstrate 2-3 points of the following:

Architectural Significance: related to a design, quality or notable style/architect

Historical Significance: related to major events or movements in the history of the city

Cultural or Social Significance: related to a particular community’s identity

Contextual Significance: contributes to a broader streetscape or district

HDC is always ready to assist community groups with any and all support related to RFEs for local and National Register Designation. Whether the work involves researching and drafting a new RFE or editing an existing RFE before submission, HDC can offer assistance to ensure a successful submission.

Tips for submitting RFEs: 

Speak to HDC as soon as possible so that there is maximum time to work on the report.

Integrity of the building is very important; make sure the building largely retains the details and elements that make it important. If you have pictures of the building over time, it would be helpful to send them to us for the RFE.

Public Support is vital for this process; ensure that your community is aware of your efforts to preserve the building, and have them ready to offer public support. 

Reach out to your local council member, community board and/or neighborhood preservation group to support your nomination. HDC can help with this.
