2025 Preservation Conference, “Challenges And Opportunities For Historic Affordable Housing” Summary Report

HDC is pleased to share a summary report from our 2025 Preservation Conference, “Challenges And Opportunities For Historic Affordable Housing”.

The Conference’s three panels featured housing experts, architects, preservationists, and community advocates addressing the promise and obstacles of converting existing historic properties into affordable housing, the current state of rent stabilized buildings; the maintenance, restoration and creation of affordable housing in historic structures; and the creation of new tools and policies to preserve existing affordable housing in the city.

In addition to providing a summary of the presentations and discussions from the conference, the report details several proposed solutions that HDC is currently adapting into policy positions. Big ideas such as expanding the Historic Tax Credit program and overhauling New York City’s property tax process for vacant lots, are necessary to help position preservation as a tool to help maintain and restore New York’s historic affordable housing.

The conference reaffirmed HDC’s commitment to advancing both affordability and preservation in the city. We look forward to working with you on these and other issues going forward.
