1 Willow Place, aka 54 Joralemon Street – Brooklyn Heights Historic District
CERTIFICATE OF APPROPRIATENESS
A Greek Revival style house built in 1849. Application is to construct a stair bulkhead and install other rooftop elements, alter the parapet, modify and create window openings, and legalize the installation of a porch without Landmarks Preservation Commission permit(s).
HDC finds this project to be largely appropriate. However, we would note that the rooftop bulkhead is a bit more visible than is typical given the topography and location of this project. We would request that the applicant look at a product called Dayliter roof doors, as they have a nice solution for minimizing visibility of rooftop access.

356 Hoyt Street – Carroll Gardens Historic District
CERTIFICATE OF APPROPRIATENESS
A stable designed by Stanley S. Covert and built in 1881. Application is to modify facades, enlarge openings, install infill, and construct a bulkhead.
Architect: John H. Hatheway Jr.
HDC finds this project generally appropriate. However, we would note that the proportions of the storefront window system would benefit from a lower sill and perhaps more vertical divisions. We appreciate that the applicant may be trying to achieve a certain level of privacy from pedestrians looking in, but believe that there may be an alternate way of achieving that goal.
HDC would also like to encourage the Commission to require that the applicant strip and repoint the brick side walls rather than allowing them to be stuccoed. We understand that the raised parapets will read differently from restored brick walls but believe that exposing the building’s history of use would be more appropriate than brownstone stucco would be.

6301 12th Avenue, aka 6301-6323 12th Avenue, 1202-1216 63rd Street, and 1201-1215 64th Street – Angel Guardian Home – Individual Landmark
CERTIFICATE OF APPROPRIATENESS
A Renaissance Revival/Beaux-Arts style orphanage building designed by George H. Streeton and built in 1899, with additions built c. 1910. Application is remove religious iconography including crosses and stained glass, replace entrance infill and windows, construct a rooftop bulkhead and courtyard additions, install rooftop mechanical equipment and railings, modify and remove ironwork, install a fire stair and ramp, alter the hardscape and boundary walls, and install signage and light fixtures.
Architect: bdf + BKSK
HDC is generally comfortable with this proposal with the following qualifications:
1. Signage stretching along the entrance arch is not appropriate and would compromise the architectural integrity and detailing of that portal.
2. The side entrance door should be black, not white.
3. Some sort of articulation of the building’s base at the location of the new elevator tower should be explored along the rear façade. Perhaps the composition would be helped by providing recessed brick panels in the old masonry openings as a way to preserve their shape as “blind windows.” That might eliminate the need for caulked control joints.
4. The proposed window muntin configuration on the openings where religious stained glass has been removed seems a bit clunky. We wonder if the applicant can study this further and find a more elegant configuration.

CERTIFICATE OF APPROPRIATENESS
A vernacular style dispensary building built in 1831, and altered in 1854. Application is to install signage.
HDC believes that the background color of the sign should match the existing building sign rather than trying to match the color of the brick.

1141 Broadway – Madison Square North Historic District
CERTIFICATE OF APPROPRIATENESS
An Art Deco style commercial building designed by William I. Hohauser and built in 1926-27. Application is to construct a rooftop addition.
Architect: HSL Architect, P.C.
HDC finds this proposed rooftop addition a bit too flimsy-looking and lacking in appropriate articulation. We ask the applicant to work with LPC to develop a more loving accretion, something more in keeping with the building’s architecture.

CERTIFICATE OF APPROPRIATENESS
A neo-Georgian style Rowhouse designed by Bruce Price and Clarence S. Luce and built in 1891-92. Application is to remove a free-standing wall and construct a garage and deck.
Architect: Splice Design Architecture, D.P.C.
HDC finds this proposed garage poorly proportioned and lacking in articulation and detail. We believe the architect has an opportunity to produce something a bit more elegant, simple but considered.

136 Walcott Avenue – New York City Farm Colony – Seaview Hospital Historic District
CERTIFICATE OF APPROPRIATENESS
A free-standing house built c. 1970. Application is to alter the facades, enlarge the building and construct a garage.
Architect: Willy C. Yuin Architect, P.L.L.C.
HDC finds this proposal inappropriate. The building is too bulky and the materials are too varied. A smaller, two-story brick building would be a better neighbor.
