Certificate of Appropriateness Testimony

LPC-22-11971
3 Hillcrest Avenue – Douglaston Historic District
CERTIFICATE OF APPROPRIATENESS
A Colonial Revival style freestanding house built c. 1925. Application is to modify a masonry opening and replace a door.
HDC finds this proposal generally appropriate but suggests a few minor changes to this scheme. On the front facade, the side door should maintain a bottom panel, as in the existing door. In the rear, the centerline of the new paired windows should align with the centerline of the single window above. The paired windows also need a more substantial dividing mullion in order to look correct, and more closely align with the original configuration. The proposed shutters should be real, bifold shutters.
Action: Unanimously Approved

836-838 Broadway, aka 72-74 East 13th Street – 836 Broadway Building Individual Landmark – Individual Landmark
CERTIFICATE OF APPROPRIATENESS
A neo-Grec/Second Empire style store and loft building designed by Stephen Decatur Hatch and built in 1876. Application is to replace storefront infill.
Architect: Loci Architecture
HDC appreciates the sensitivity of this infill, which we feel improves the look of the facade. Our only concern is that the proportion of the transoms above the main windows seems slightly too vertically diminutive and perhaps needs to be elongated.
Action: Unanimously approved with modification to the mullion caps and transom design

LPC-23-00406
61 West 70th Street – Upper West Side/Central Park West Historic District
CERTIFICATE OF APPROPRIATENESS
A Renaissance Revival style rowhouse with Queen Anne style elements built in 1890-91. Application is to construct a rooftop addition and alter the front façade and areaway.
Architect: Melamed Architect
HDC finds this application to be unclear, and we are troubled that the applicant has made no attempt to find historical precedents for the proposed new entry. Based on what we can gather from the materials, the proposed work to the front facade, particularly the door and the treatment of the entry sequence as a whole, is awkward and institutional. Finally, the elevator overrun is unnecessary and therefore inappropriate. The elevator should stop one floor below the roofline.
Action: Unanimously approved with modification that they set the rooftop addition back 3 feet and reconsider the configuration and design of the door, the detailing of the door opening and surround and continue to work with staff on the notch

LPC-22-08398
177 East 104th Street – 28th Police Precinct Station House – Individual Landmark
CERTIFICATE OF APPROPRIATENESS
A Renaissance Revival and neo-Grec style police station with Rundbogenstil elements designed by Nathaniel D. Bush and built in 1892-93. Application is to install a barrier-free access lift and alter openings and areaway railings.
Architect: Roberta Washington Architects
HDC applauds this sensitive restoration, renovation, and adaptive reuse. We particularly appreciate the applicant’s elegant solution to providing ADA access into this facility; this is always a challenging architectural task and this architect has resolved it in a way that looks effortless.
Action: Unanimously approved
