CERTIFICATE OF APPROPRIATENESS TESTIMONY

LPC-24-06569
229 Waverly Avenue – Clinton Hill Historic District

CERTIFICATE OF APPROPRIATENESS

A vacant lot. Application is to construct a new building

Architect: Building Studio Architects

HDC finds this proposal to be appropriate and very well done. We find this infill to be contextual yet modern, and we commend the applicants on their choice of materials, particularly their use of limestone, which we are glad to see in new construction. We believe this project sets a good precedent for future infill on this block.

Action: approved with modifications.

LPC-24-11791
Central Park – Harlem Meer – Scenic Landmark

ADVISORY REPORT

An English Romantic style public park designed by Frederick Law Olmsted and Calvert Vaux and built in in 1857-1858. Application is to establish a master plan governing future modifications to the shoreline and pathways, and the installation of a ramp and a boardwalk.

Architect: Central Park Conservancy

HDC is glad the Central Park Conservancy is undertaking restoration of the Meer, and supports most aspects of this proposal. However, we find the continuation of the floating contemporary boardwalk to be inappropriate and unfortunate. The natural edge of the park is meant to be read from the other side of the Meer. This boardwalk introduces an alien structure into the landscape. We wonder why this is necessary, and note that Olmstead and Vaux never included such a walkway in their original design. Given the extraordinary restoration of the Meer that has already occurred, and its effort to restore the Meer’s forms and details in accordance with Olmstead and Vaux’s original intent, we wonder why the Conservancy does not simply eliminate this path from the composition and from the project.

Action: unanimously positive report.
