216 Wyckoff Street – Boerum Hill Historic District Extension
CERTIFICATE OF APPROPRIATENESS
An Italianate style rowhouse built in 1870. Application is to legalize the replacement of a
door without Landmarks Preservation Commission permit(s).
HDC objects to the inappropriate materiality and configuration of this door. A new door at this location should be four panels, not six, and it should be made of wood, so that it will match conditions present at designation. Please replace the old door in-kind.

136 Grand Street – SoHo-Cast Iron Historic District Extension
CERTIFICATE OF APPROPRIATENESS
A Second Empire style warehouse building designed by William Field & Son and built in 1869. Application is to construct a bulkhead and install an awning.
Architect: Synthesis Architecture
HDC is surprised by the proposed height of this elevator overrun, which seems unusually tall. We are unclear why such height is necessary when the elevator does not appear to need to open onto the roof. 

Given that the bulkhead is so highly visible, we believe the applicant should give more attention to its shape and cladding, so that it relates to the pitched roof accretion on the other side of the building. 

As for the awning, we find the precedent images more appropriate than the proposed solution.

Action: Unanimously approved with modification that they work with staff on the canopy to restudy the detail and the armature.

296-300 9th Avenue – The Church of the Holy Apostles – Individual Landmark
CERTIFICATE OF APPROPRIATENESS
A church building designed by Minard Lafever and built in 1846-1848, with an eastern extension built in 1853-1854, and transepts designed by Charles Babcock of Richard Upjohn & Son and built in 1858. Application is to install light poles.
Architect: MICHALSKI STUDIO ARCHITECTURE
HDC appreciates the church’s need for lighting, and we find the steeple illumination both appropriate and beautiful. We hope that the church will find a solution for surface lighting that is equally sensitive, instead of the institutional lamp posts currently proposed.
Action: Unanimously approved

LPC-23-05286 
1155 Broadway – Madison Square North Historic District
CERTIFICATE OF APPROPRIATENESS
A commercial, store, and hotel building constructed in 1874, and heavily altered by Elfenbein/Cox, Inc. in 1991. Application is to install illuminated signage.
HDC finds the proposed position of the signage to be inappropriate. The sign should be on the sign band, not the transom. We also question the appropriateness of the existing multi-story sign at the building’s corner, which is not present in the building’s designation photo and is not mentioned in any of the 9 LPC permits issued for the building since 2016.

400 West End Avenue – Riverside – West End Historic District Extension I
CERTIFICATE OF APPROPRIATENESS
An Art Deco style apartment building designed by Margon & Holder and built in 1930-31. Application is to replace windows.
Architect: Rebecca Levin
HDC appreciates the applicant’s desire to replace their windows, and we hope they will return with a window master plan based on the building’s historic divided light window configuration.
Action: Approved 10-1

336 38th Road – Douglaston Historic District
CERTIFICATE OF APPROPRIATENESS
A Colonial Revival style house constructed c. 1915. Application is to construct additions, demolish the garage and construct a new garage, and alter the entrance porch.
Architect: JON LIBASCI ARCHITECT
HDC finds this application generally appropriate, and we are favorably inclined toward the design. We offer two minor notes that may refine the proposal even further: First, the entry portico would benefit from further study, and second the porch rail might be improved if the posts did not protrude through the top of the rail.
Action: Unanimously approved with the modification that applicants will work with staff on the materiality of the pavers and porch rail, and on the volume of the roof.

CERTIFICATE OF APPROPRIATENESS
An Arts and Craft/Shingle style house built in 1910. Application is to legalize alterations to the outer retaining wall and the installation of pool retaining wall and fencing in noncompliance with LPC Permit(s), and the installation of a porch without LPC permits(s).
Architect: PRAINITO ARCHITECT
HDC finds nothing appropriate about this work done without LPC permits, and we request that the Commission not grant legalization to any aspect of this application.
