CERTIFICATE OF APPROPRIATENESS
A Romanesque Revival/Renaissance Revival style two-family residence designed by Dahlander & Hedman and built in 1896. Application is to modify the storefront surround, replace signage and legalize the installation of storefront infill and other related elements without Landmarks Preservation Commission permit(s).
HDC finds this proposal to be inappropriate. The roll down gate in particular and the material and bulkhead required to conceal it are not appropriate solutions. It sends a message to the neighborhood that this is not a contributing piece of the fabric. The 1940’s photograph shows a clearly appropriate solution to what the storefront should be and it should be restored accordingly.
Determination: Unanimously approved

Governors Island – Governors Island Historic District
BINDING REPORT
A portion of an island in New York Harbor containing fortifications and a range of military buildings dating from the early 19th century to the 1930s. Application is to install light poles throughout the historic district.
HDC finds the proposed lighting solution to be inappropriate within the Nolan Park and Colonels Row portions of the project. To be specific, we find the telephone poles to be out of scale and character with the Nolan Park and Colonels Row areas and we find the notion of the so-called moon lighting in these areas to be extremely out of character. We therefore ask the commission to require the applicant to find a more modestly scaled solution to path lighting within the two listed areas.

780 West End Avenue – Riverside – West End Historic District Extension II
CERTIFICATE OF APPROPRIATENESS
An Arts & Crafts style apartment building designed by George & Edward Blum and built in 1912-14. Application is to establish a Master Plan governing the future installation of windows.
Architect: Fuhrmann Architecture PLLC
HDC finds the proposed one-over-one windows to be inappropriate. The historic photo clearly shows how the windows should be configured. HDC also believes that an aluminum-clad wood window would be a more appropriate product for this building.
Determination: No action. Work with staff.

231-233 West 74th Street – West End – Collegiate Historic District Extension
CERTIFICATE OF APPROPRIATENESS
A pair of Queen Anne style rowhouses designed by William J. Merritt and built 1885-86. Application is to reconstruct the front façades.
Architect: MVN Architect LLC
HDC finds this proposed scope of work to be exceptionally well intentioned and the detailed work of the design team to be very well considered and presented. We applaud this project!
Determination: Unanimously approved
