10 South Street – Battery Maritime Building – Individual Landmark LPC-23-02281
BINDING REPORT
A Beaux-Arts style marine terminal building designed by Walker & Morris and built in 1906- 09. Application is to legalize rooftop work, the construction of elevator bulkheads, and signage modifications performed in non-compliance with and/or without Landmarks Preservation Commission permit(s), and to construct pergolas and additional features at the roof.
Architect: Marvel
HDC finds the proposed signage to be inappropriately overscale by as much as a third, and in competition with this beautiful building. We wish to see the size of the letters reduced and re-spaced such that they will be in-line with the top pane of the first window, and slightly narrower than the true width of the canopy. We also find the proposed color of the signage to be inappropriately bright.

163 Bleecker Street – South Village Historic District
CERTIFICATE OF APPROPRIATENESS
A factory building designed by Charles E. Hadden and built in 1892 and altered in 1993. Application is to enlarge and redesign the building.
Architect: Mojo Stumer Associates
HDC believes that a taller re-designed façade is appropriate in this location. However we find this particular proposal to be a bit clunky and in need of further design. In particular, we find the pattern of fenestration to lack hierarchy, and the proposed window system on the larger opening to be lacking in material and proportional finesse. We would ask LPC to have the applicant study this façade further and hopefully produce something that more clearly reflects the opportunity that this project allows.
Determination: No action. Needs restudy.

95 Bedford Street – Greenwich Village Historic District
CERTIFICATE OF APPROPRIATENESS
A building with Queen Anne style elements designed by Kurzer and Kohl as a stable in 1894 and converted into apartments and offices in 1927. Application is to alter facades, enlarge an interior courtyard, and construct a rooftop addition.
Architect: Leroy Street Studio Architecture, D.P.C
HDC appreciates the design of the hidden rooftop addition, and the effort to restore the historic color of the base, but wonders why only the base is being treated to restoration. HDC feels that the base, lintels and horizontal bands should be uniform. If this project seeks to restore the base to its historic color, it should also include the lintels and horizontal bands in that restoration. 
Determination: Unanimously Approved

613 Hudson Street – Greenwich Village Historic District
CERTIFICATE OF APPROPRIATENESS
A Greek Revival style house designed by Edmund Hurry and built in 1848-51. Application is to install railings at the roof.
HDC is generally ok with this proposal, but feels that the railing should be further back from the cornice. If the railing stays at its proposed location, we feel that a ⅜” x ⅜” steel picket would be lighter, and make the addition less prominently visible from the street.
Determination: Approved with modifications

392-394 West Broadway – SoHo-Cast Iron Historic District Extension
CERTIFICATE OF APPROPRIATENESS
An Italianate style store and lofts building designed by John H. Whitenack and built in 1872- 73. Application is to legalize painting the ground floor facade without Landmarks Preservation Commission permit(s).
Architect: Hambrechtoleson Design Inc.
HDC finds this legalization to be inappropriate. We’d like to see the facade color uniform, as before. Please repaint.
Determination: Unanimously Denied
