1227 Pacific Street – St. Bartholomew’s Church – Individual Landmark

 

CERTIFICATE OF APPROPRIATENESS
A Romanesque Revival style church building and Sunday school building designed by George P. Chappell and built in 1886–1890. Application is to remove a stained-glass window.

The Historic Districts Council does not support the permanent removal of this stained-glass window at this time.

We understand that the window was removed under a temporary approval and appreciate that it is being safely stored. Given that the building remains unsecured and continues to deteriorate, we recognize that temporary removal is necessary to protect the window. However, we are concerned that permanently removing significant historic features such as this Tiffany window compromises the integrity of an already vulnerable landmark, weakening the case for its long-term preservation.

Indeed, we are deeply concerned by the continued deterioration of St. Bartholomew’s itself. LPC has a responsibility to ensure that designated buildings are adequately protected and do not deteriorate to the point that significant historic fabric is lost. The condition of the church demands greater attention from the agency.

Because the existing temporary approval remains in effect until 2028, we see no urgency to make the window’s removal permanent. We therefore urge the Commission to maintain the temporary arrangement while prioritizing the security, stabilization, and long-term preservation of St. Bartholomew’s.

404 Richmond Terrace – St. George/New Brighton Historic District

CERTIFICATE OF APPROPRIATENESS
A Greek Revival style freestanding house built c. 1835 and altered in 1924–25 by Sibley & Fetherston. Application is to legalize the installation of paving in noncompliance with Certificate of Appropriateness 16-8956, and legalize constructing raised terraces, cladding perimeter walls, and installing paving, site furnishings, guardrails, window grilles, signage, speakers and light fixtures without Landmarks Preservation Commission permit(s).
The Historic Districts Council objects to the extensive paving and hardscape installed without LPC permits, which appears visible from the public way and diminishes the historic landscape setting of the house. This hardscaping should be reduced wherever possible.We also find the installed site furnishings, window grilles, signage, and other decorative elements generally out of character with this historic property. We urge the Commission to require a more restrained and sensitive treatment that is appropriate to the age and architectural significance of this house.

95 Westentry Road – Ernest Flagg’s Todt Hill Cottages: Bowcot – Individual Landmark

CERTIFICATE OF APPROPRIATENESS

A cottage designed by Ernest Flagg and built in 1918. Application is to demolish a greenhouse and enclosed porch, construct an addition, and alter the façade.
HDC supports this application. We commend the conscientious preservation approach evident in this proposal. We welcome the proposed removals of later alterations and the applicant’s apparent effort to renovate the house in Flagg’s style while accommodating contemporary use.

30 Rockefeller Plaza – RCA Building Interior Lobby – Interior Landmark

CERTIFICATE OF APPROPRIATENESS

An office-tower lobby designed by the Associated Architects and a group of fine artists and built in 1931–33. Application is to modify the reception desk and planter/HVAC enclosures and install corridor dividers and light fixtures.
While supportive of most of this project, particularly the lighting program, HDC does question the apparent use of frosted-glass for the moveable corridor dividers, which risks obscuring elements of this interior landmark to the public when the furnishings are in place. We encourage the applicant to pursue a more transparent material for these dividers.
