Details on the newly-passed New York State Historic Rehab Tax Credit!

Please find attached initial brochures on the newly-expanded NYS Rehabilitation Tax Credit programs provided by the NYS Historic Preservation Office.  These brochures provide the basic program information on the expanded NYS Historic Homeownership Tax Credit and the NYS Commercial (income-producing property) Tax Credit. 

SHPO will be producing regulations that will guide administration of the Rehabilitation Tax Credit programs; they will be published later this fall.  The Preservation League will keep you informed of their status.  In the meantime, these documents are meant to answer basic initial questions and can be sent to anyone seeking information.

SHPO is also putting together a series of community workshops on the NYS Rehabilitation Credit – both the Homeowner and Commercial programs – with the initial workshop scheduled in Buffalo this September.  The Preservation League looks forward to continuing our collaboration with SHPO on these workshops.  We will reach out to Colleague organizations as SHPO and the League plan workshops in your area.  We are also aware of several privately sponsored workshop series (primarily focused on the commercial rehabilitation credit) and will keep you informed as dates and locations are made known to the League.

To determine if a building or historic district is located in a census tract qualified for the income-producing (commercial) or homeowner rehabilitation program, this US Census website provides an address search feature: http://factfinder.census.gov/servlet/AGSGeoAddressServlet?_lang=en&_programYear=50&_treeId=420

SHPO can then assist property owners in matching the address’s census tract with their master list of eligible census tracts.  SHPO will be launching website features that show the overlay of distressed census tracts with State and National Register listings shortly.  We will alert you when that feature is available.

Finally, as lead advocate for the NYS Rehabilitation Tax Credit, the Preservation League plans to collect data on where and how the credit is used throughout New York State.  While SHPO will build in reporting mechanisms to their tax credit program administration, the League would like your assistance in collecting program data from the field as well.  As you become aware of commercial or homeowner rehabilitation tax credit projects in your service area, please share that information with the Preservation League.
