Landmarks Vote Could Nix Two Upper East Side Towers

The New York City Landmarks Preservation Commission voted unanimously on Tuesday to amend the designation of the City and Suburban Homes Company’s First Avenue Estates to include two buildings which had been cut out by political deals cut by the defunct Board of Estimate, despite the existence of approved Buildings permits for facade work.
