 A proposed land-swap that will enable the Jewish Home to relocate its current campus on West 106th Street to a new 22-story building within Park West Village was the subject of a community meeting convened by Councilmember Melissa Mark-Viverito on Wednesday, August 19th.  The new building would be constructed on the south side of West 100th Street, west of Columbus Avenue, on open space that’s currently a parking lot serving 792 Columbus Avenue.

 At the close of Wednesday’s meeting, Borough President Scott Stringer proposed a meeting of community principals on Monday, August 24, for the  purpose of discussing next steps.  The delegates to that meeting selected by the Borough President to represent the interests of the Park West Village community were Paul Bunten, president of Westsiders for Public Participation, and Maggi Peyton, president of the Park West Village Tenants’ Association.

 Opportunities for public participation in acquiring complete information about plans for the Jewish Home at Park West Village and expressing community concerns will be announced as soon as places, dates, and times are confirmed.

 Westsiders for Public Participation, Inc. (WPP), and the Park West Village Tenants’ Association (PWVTA) have the ability and intent to serve jointly and equally as principal parties in any community negotiation process with Jewish Home Lifecare (JHL).  Manhattan Community Board 7 (MCB7) will be invited to send a representative to any negotiating committee that may be formed by the two principal parties representing the Park West Village community.

Both WPP and the PWVTA enjoy access to all manner of resources that will enable us to meet any negotiation challenge with JHL that might arise.

Residents of Park West Village (PWV) enjoy the requisite legal standing to enforce their rights before the New York City Board of Standards of Appeals and at all levels of the New York State Unified Court System, should such a step become necessary.

The PWVTA enjoys the authority of representing rent-stabilized and market-rate tenants within the western block of PWV, as well as rent-stabilized tenants within the eastern block.

WPP enjoys the authority of demonstrated capacity for transparent action and complete accountability to the condominium boards within the eastern block of PWV—and by extension to all individual property owners—as well as the demonstrated direct support of more than a thousand individual property owners, rent-stabilized tenants, and market-rate tenants throughout PWV.

Furthermore, both WPP and the PWVTA enjoy robust relationships with neighborhood stakeholders beyond PWV proper.

The individual property owners within PWV—who now comprise the majority of its residents—will not permit their property interests to be negotiated by an intermediary party that lacks accountability to them.  They recognize the benefit to sharing both responsibility and advantage with PWV tenants.  They will accept appropriate representation from MCB7.

The PWVTA contributed major funding to WPP in support of its recently concluded community legal action concerning Columbus Village.  The leaders of both WPP and the PWVTA each look forward to a strengthened relationship between their respective organizations and among all of their constituents.

The prospective negotiation process with JHL will be an opportunity for WPP, the PWVTA, the constituents of both organizations, other neighborhood stakeholders, and MCB7 to grow yet further in mutual understanding and trust.
